- Istanbul'da dogdu.
- Istanbul Üniversitesi Iktisat Fakultesi mezunudur.
- Doktora calismalarini 1951 yilinda Paris Üniversitesi'nde Ekonomi dalinda tamamladi. (Calismalarini Fransiz Devlet bursuyla yuruttu.)
- 1951 yilinda Türkiye Disisleri Servisine katildi.
- 1953-1957 yillarinda New York'ta Türkiye'nin Birlesmis Milletler Daimi Temsilciligi'nde bulundu.
- 1959 'da IMF yillik egitim programina katildi
- 1960-1965 yillarinda Paris'te Türkiye'nin NATO Daimi Temsilciligi'nde gorev yapti.
- 1965-1970 yillarinda NATO Genel Direktor'lugu yapti, daha sonra Politik ve Askeri Isler Müstesar Yardimciliginda bulundu.
- 1970-1974 yillarinda Türkiye'nin Japonya Büyükelci'si idi.
- 1974-1979 yillarinda Disisleri Bakanligi Müstesari olarak gorev yapti (Türk Dis Isleri Servisinde iki numarali konum).
- 1979-1989 yillarinda Türkiye'nin Amerika Birlesik Devletleri Büyükelcisi idi.
- 1989'da Dis Isleri'nden emekli oldu.
- Halen Ankara'da Bilkent Üniversitesi'nde tam-zaman Ogretim Gorevlisi olarak Doktora ve Lisansustu ogrencilerine "Cagdas Stratejik Teori" ve "Türk Dis Siyasetinde Secilmis Konular" adli dersleri ogretmektedir.
- 1991'den beri MILLIYET gazetesinde kose yazarligi yapmaktadir.
- "KARADENIZ EKONOMIK ISBIRLIGI"'nin fikir babasi olup bu konuda birkac yayini bulunmaktadir.
- Türkiye'nin jeopolitigi ve jeostratejisi konularinda cesitli yayinlari vardir.
- STRATEJIK ARASTIRMA MERKEZI mutevelli heyeti uyesidir (Türkiye Dis Isleri Bakanligi'nin bir yan kurulusu).
- Halen AVRUPA TÜRK AKADEMISYENLERI DERNEGI'nin mutevelli heyeti baskanidir ( Avrupa'da kurulmus, onde gelen kar amacsiz, devlet-bagintisiz bir organizasyon; Türkiye'nin Avrupa'daki gelecegini desteklemek amaciyla, Avrupa'da dogmus ve yetismis genc Türk Akademisyenlerini biraraya getirmektedir).
- Born in Istanbul , Türkiye (Turkey)
- Graduated from University of Istanbul, Faculty of Economics
- Obtained the titleof "Doctor in Economics" from the University of Paris, Faculte de Droit et des Sciences Economiques (1951). (Carried out his studies in France under a French Government scholarship)
- Joined the Turkish Diplomatic Service (1951), and served at the Turkish Permanent Delegation at the United Nations in New York (1953-1957), and the Turkish Permanent Delegation at NATO in Paris (1960-1965) . In 1959, participated in the yearly training program of the International Monetary Fund.
- Has been Director General of NATO and subsequently Deputy Undsersecretary of Politico-Military Affairs (1965-1970).
- Served as Türkiye's Ambassador to Japan (1970-1974).
- Served as Undersecretary of the Ministry of Foreign Affairs (number 2 position in the hierarchy of the Turkish Foreign Service) (1974-1979).
- Served as Türkiye's Ambassador to the United States of America (1979-1989).
- Retired from Diplomatic Service in 1989 and since then is full-time "senior lecturer" at Bilkent University teaching "Contemporary Strategic Theory" and "Selected Topics on Turkish Foreign Policy" courses to doctoral and masters students.
- Since 1991 has a weekly column at the Turkish daily MILLIYET.
- Developed the idea of "Black Sea Economic Cooperation" and is the author of several publications on this subject.
- Has numerous publications on the matter of Türkiye's geopolitics and geostrategy.
- Member of the Board of "The Strategic Research Center" (an affiliate organization of Turkiye's Ministry of Foreign Affairs)
- Chairman of the Board of Trustees of "European Association of Turkish Academics" (a non-profit, non-governmental leading organization established in Europe, bringing together young Turkish academicians born and raised in European countries for the purpose of supporting European future of Türkiye).
